The Colombian authorities have deactivated a network of sexual exploitation of minors in Cartagena de Indias that had more than 250 victims. This weekend 18 subjects were arrested and accused of sexually abusing girls or adolescents during the Vesta operation. Many of the victims were Venezuelan immigrants fleeing the crisis in their country. The Colombian Prosecutor's Office reported that this is the "largest operation against child sex tourism" in Cartagena. One of the detainees is Raúl Danilo Romero Pabón, captain of the Marine Corps of the National Navy. Pabón is accused of searching social networks for girls under 14 years of age, abusing them and "ordering them to tattoo their names on parts of their bodies."

In a statement, the Colombian Prosecutor's Office details: “During the first semester of this year, testimonies, evidentiary elements and sufficient technical evidence were collected that exposed four criminal axes of this problem in the city, some of which are sponsored by public officials that facilitated their illegal activity, but all of them leave girls and adolescents victims of sexual crimes and broken families”.

They also detained a 19-year-old woman accused of helping to find the girls and the tattoo artist who marked the abused minors. Romero accepted the charges and could spend up to 91 years in jail. Other officers were arrested for being involved in the exploitation network. Police officers Javier Tovar and Naymiro Cabarca are accused "of demanding money to refrain from doing their duty and not capturing tourists who paid for sexual services with girls and adolescents."

The Colombian Prosecutor's Office described the minors as "true slaves of the 21st century." The authorities added that tourist places in the city were used to gather girls between 14 and 17 years "recruited by pimp networks that defined routines and schedules and forced them to offer sexual services in exchange for money."
