Police are looking for a woman who abandoned her newborn daughter, with the umbilical cord still uncut, in the middle of a rural road in California, PEOPLE confirmed.

The girl, dressed in a baby monkey, was found just after 4:30 am on Monday by a man who delivered newspapers. The man was on his usual route through a rural area of Madera County, north of Fresno, when he was surprised to find the newborn alone. "It was less than 30 degrees when they found the baby," Officer Robert Montano of the California Highway Patrol told PEOPLE. “It was a very traumatic thing for everyone involved. It's something you never expect to see."

Aurelio Fuentes Jr., the newspaper delivery man who found the girl, said he saw "something white on the road" and at first thought it was an animal. "I slowly approached and then I saw a face," he told KFSN-TV. "It was a baby". Fuentes Jr. immediately called 911 after putting the girl safely in his vehicle.

The girl was taken to the Valley Children's Hospital where she is expected to "make up for it completely," Tyson Pogue of the sheriff's office said at a news conference Tuesday. Pogue reports that the baby was apparently born that same night.

Minutes before the girl was found, a man who was walking his dog told police that he had been approached by a young Hispanic woman, in her 20s, who was driving a small blue or dark gray van. The woman, who according to him was about 5 feet 2 inches tall and would weigh about 120 pounds, was wearing a sweatshirt when he got out of the car and walked to the man with his dog, to ask him to take his baby.

"She didn't seem too distressed, but she was asking for help," said Pogue. The man refused to accept the girl from this stranger and suggested that he take the baby to a nearby fire station and children's hospital. After that, the man assured the police that the woman got in her car and left.

It's a miracle the baby is alive, says Montano. “One can only imagine the worst. Not that the baby was left in front of a house. Something very unfortunate could have happened”, he adds to PEOPLE.
