An Arkansas mother was arrested after her 9-month-old baby drowned with the buckle of the car seat.

Summer Rose Kazzee, 22, was charged Thursday with negligent homicide, according to documents from the Garland County Jail. The young mother had previously struggled with the law in 2016, when she lost custody of her youngest son after authorities determined that the newborn boy was malnourished and starving.

The Kazzee was sentenced to three years in prison on that previous occasion, but was released from prison on parole before serving her full sentence.

Official documents detail that authorities arrived at the mother's home in Hot Springs on August 17 and found the nine-month-old girl unconscious. The baby (who has a twin brother) was unresponsive and was rushed to a local hospital, where she was pronounced dead.

Speaking to detectives, Kazzee said that around 3 p.m. he tried to put the twins to sleep, but when the girl refused to sleep, he put her inside the car seat that was inside the house on the floor. The mother says that he tied her with the seat belt and that the girl began to swing in the chair. “She left the children in the room with the door closed and went to the living room of the house. An hour and a half later, Kazzee went to see how the children were and found her daughter swinging in the chair and even applauding,”according to official documents. But about 30 minutes later he stopped listening to his daughter and when he went to check what was happening he saw that the girl had the buckle of the car seat stuck in her throat.

The mother says that she panicked, grabbed the girl and ran to the street, asking for help. Kazzee claimed that her daughter had never unbuckled the seat belt buckle before, but later admitted that she had left the seat belt half open when she sat the girl in the car seat. The mother remains behind bars on $ 5,000 bail and the case is still under investigation.
