A little over a month after the tragic death of the child Noah Four, the authorities and family of less than 4 years of age continue to seek answers after the death of the child in "suspicious" circumstances.

The minor died on July 6 in Palmdale, after an incident in a swimming pool where he almost drowned. At the time of the events, El Niño was in the custody of his biological parents, with whom he had been taken despite the fact that the boy had begged his grandmother not to leave him with them.

This Wednesday, the Department of Children and Family Services (DFCS) released a report that reveals that at the time of death, the child residing in Los Angeles was at "very high" risk of abuse.

In this report, it is explained that to measure the risk in which a minor is found, the DFCS uses a system called Structured Decision Making (SDM) that determines the minor's well-being through a questionnaire that is then it is computerized.

On June 18 - that is, three weeks before the death of little Noah - it was determined through said system that the child was at "very high" risk, as reported by The Chronicle of Social Change. As if that were not enough, the social worker in charge of the case made a call for attention in reference to Úrsula Juárez, the child's parent, saying: "There is currently concern about the mother's mental health."

Still, the boy remained in the care of his parents, who on the day of his son's death called 911 to report that he "nearly drowned" in the pool of his residential complex. The minor was transferred to a local hospital where he died.

An autopsy determined that the minor had lost his life in "suspicious" circumstances because his body had injuries that were not consistent with drowning. These results prompted the Los Angeles police to decide to investigate the case.

The DFCS report has also revealed that between November 2016 and April 2019, at least two of Little Noah's little brothers had been removed from the family home to be placed under the temporary care of another family. However, by April the minors had returned home to their biological parents.

The case has made even more impact when it was discovered that in 2014 the boy's mother was accused of fracturing the skull of one of his daughters, a case that was closed for lack of evidence, according to sources from the Los Angeles County Prosecutor's Office. to the NBC-4LA chain. Back then the woman was pregnant with Noah who was practically under DFCS protection for most of his short life.

Eva Hernández, the minor's grandmother, has hired the services of attorney Brian Claypool to fully investigate the death of her grandson.

"A doctor reported that Noah Four was starving and malnourished and could not even walk," Claypool told CBS2-LA in July. "Why have charges of child abuse [and] neglect not been filed for that?" So far no one has been charged in the minor's death.
