A Fresno, California, mother is accused of causing the death of her 8-year-old daughter, after allegedly telling her to cross under a train that was stopped and ran over when she started.

Jerry Dyer, local police chief reported at a press conference that Joy Frances Collins, 44, was arrested Monday on suspicion of negligence for the death of the girl Joyanna Harris. According to authorities, the girl died seconds after the woman told her to crawl under a freight train with her 9-year-old brother.

The terrible incident occurred at around 6:00 pm on the same Monday when, according to police, the woman ordered the children to go under the train, yelling "Hurry up!" "While her mother was urging them to cross, she also went under one of the cars and tried to get out the other side," Dyer explained. Apparently the woman was rushing her because she did not want the children to miss the bus.

But suddenly the train crashed forward and caught the girl with its wheels, dragging her 500 meters and cutting her body, according to the Your Central Valley site.

Crista Miller, a neighbor of the place where the tragedy occurred told Your Central Valley that she heard “Mommy! Mommy!”And then she heard the train stop and then she told her boyfriend to go help because it seemed that there was a girl under the train.

"This is horrible, it's awful, it's the worst thing I've ever seen and I probably won't be able to get the images out of my head," the woman exclaimed.

According to police, the woman had forced her children to make the same dangerous intersection at the same intersection of Dia Street with Belmont in downtown Fresno on at least seven other occasions. In addition, the woman had a certain history and, according to ABC30, she had previously been contacted by the Children's Services agency. After the incident, the girl's brother passed into the hands of the aforementioned agency.

"The mother placed her daughter in a situation where she could be seriously injured or lose her life and that is what we have to look at," said Collins to explain why the charges have been dropped. "We have a responsibility to hold that person responsible [for what happened]."
