What started as a fun pool party at an apartment complex in Tampa ended in tragedy. A 3-year-old girl drowned and another 4-year-old girl is in critical condition at the hospital after being submerged under water on Saturday, PEOPLE confirms. Harmony Williams, 3, and Giaonna Chavalier, 4, were at a pool party at the Wexford Park apartment complex, when "they took off their floats while playing in the water even though they didn't know how to swim," a statement from the Hillsborough County Sheriff's Office.

"Witnesses saw the girls, pulled them out of the pool, and began CPR (cardiopulmonary resuscitation) until paramedics arrived," police added. "Williams was pronounced dead at Tampa General Hospital."

Giaonna was also taken in critical condition to Tampa General Hospital, but fortunately the girl is "alert, breathing and expected to make a full recovery," authorities revealed. There have been no criminal charges in the case. The incident occurred around 5 p.m. Saturday, when there were about 10 boys at a pool party, WTSP reported, and the two girls jumped out of their floats when the adults weren't looking at them.

"At first I thought it was about children playing, but then I realized those screams didn't sound good," Addison Vicedo, a resident of the apartment complex where the tragedy that ran from her apartment to help the girls when she happened, told WTSP. He realized what was happening. "I realized that everyone was in a panic and that the mother was crying so I said to myself that I couldn't panic and that I could do something to help," added the neighbor, who gave CPR to Giaonna, noting that the girl still had a pulse and could survive.

Witnesses informed police that none of the adults present at the party could swim, according to a police statement obtained by PEOPLE, but they were still able to remove the girls from the water. The case has caused a stir and raised awareness of the dangers of leaving children who can't swim play in the pool without constant adult supervision.
